As you are studying in halifax, If you intend to renew your study permit, you are recommended to apply before the expiry of the permit, The reason is that you must immediately leave Canada on expiry of your study permit, In some instance, you might be able to apply for status restoration, But, if there is a delay in status restoration, you will not be allowed to study until then.

To study and to stay in halifax for more than six months, you will have to first get an admission to a Canadian Designated Learning Institution shortly called as DLI that has Government of Canada recognition, Once you get an approval letter from DLI, you will have to apply for a study permit.
